All Appropriate Inquiries (AAI) Environmental Assessments (Phase I’s)

 

The purpose of conducting an environmental assessment is to determine if recognized conditions exist at or near a site that may hinder the sale of the property and/or result in liability for current or potential property owners.  In 2005, the American Society for Testing and Materials (ASTM) published an updated method for conducting Phase I assessments to comply with Federal law.  To comply with these requirements, Harmon Environmental, PA conducts Phase I assessment services in general accordance with Standard E 1527-05.  Each assessment includes the following items:

 

Records Review and Historical Uses of the Property

  • Review of federal, state and local environmental databases for information pertaining to the assessed site and the surrounding properties
  • Review of the physical setting of the site
  • Evaluation of historical aerial photographs to evaluate the assessed tract and adjoining properties
  • Review of the Recorded Land Titles for the assessed property
  • Review of alternate historical sources as necessary to reasonable ascertain the likely uses of the property 

 

Site Reconnaissance

  • Evaluation of the property for visually and/or physically observed recognized environmental conditions
  • Evaluation of on-site structures
  • Evaluation of the surrounding property usages

Interviews with Knowledgeable Persons

  • Interviews are conducted with the current property owner and key site manager
  • Interviews are conducted with State and Local Government Officials
  • Interviews are conducted with the prospective purchaser of the property

 

Report Preparation

Following completion of the above tasks, Harmon Environmental, PA personnel advise our client of the findings both verbally and in a written report.  In addition to reporting known and recognized environmental conditions at the site, these investigations commonly assist savvy buyers and sellers in minimizing the risks associated with such transactions.  Our extensive background in environmental compliance has provided many clients with insight into the implications of proceeding with a transaction.
